Internal Complaints Committee (ICC)
College of Nursing East Coast Institute Of Medical Sciences, Puducherry, has constituted Internal Complaints Committee for prevention, prohibition and redressal of Sexual harassment on 5.01.2016 under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
Aim
To create and maintain a safe, secure, inclusive, and gender-sensitive environment that is free from sexual harassment for all women employees and students of the Nursing College, in accordance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
Objectives, Functions & Regulations
Objectives
- To prevent sexual harassment through awareness, education, and sensitization programs.
- To promote a culture of dignity, equality, and mutual respect within the institution.
- To provide an accessible, confidential, and impartial mechanism for receiving and addressing complaints.
- To ensure timely inquiry and fair resolution of complaints in accordance with applicable laws and institutional policies.
- To recommend appropriate disciplinary and corrective measures based on the findings of the inquiry.
- To encourage prompt reporting of incidents without fear of discrimination or reprisal.
- To monitor the implementation of preventive measures and periodically review institutional policies.
Functions
- Receive and acknowledge complaints of sexual harassment.
- Conduct a fair, impartial, and confidential inquiry into complaints.
- Provide guidance to complainants regarding the complaint process and available support services.
- Recommend interim measures, where necessary, to ensure the safety and well-being of the parties involved.
- Recommend disciplinary action or corrective measures to the college administration based on inquiry findings.
- Organize orientation programs, workshops, seminars, and awareness campaigns on prevention of sexual harassment.
- Maintain records of complaints, inquiries, recommendations, and actions taken while ensuring confidentiality and submit periodic and annual reports to the college authorities as required.
- Review institutional policies and suggest improvements to strengthen preventive measures.
- Coordinate with relevant authorities whenever required under applicable laws.
Regulations
- The committee shall function in accordance with the applicable laws, regulations, and institutional policies on prevention of sexual harassment.
- Complaints should preferably be submitted in writing within the prescribed time limit under applicable regulations; delays may be considered with justified reasons.
- All complaints shall be treated with strict confidentiality.
- Both the complainant and the respondent shall be provided an opportunity to present their case.
- Retaliation, intimidation, or victimization against any complainant, witness, or committee member is strictly prohibited.
- The committee shall complete the inquiry and submit its recommendations within the time frame prescribed by law or institutional policy.
- Appropriate disciplinary action shall be taken against individuals found guilty, depending on the severity of the misconduct.
- The committee shall conduct regular awareness and sensitization activities for students and employees.
- Records of all proceedings shall be maintained securely and accessed only by authorized persons.
Definition
"Sexual Harassment" means: commission of any verbal, physical or other conduct including comment, gesture or conduct of sexual nature, individually or collectively by men against women and includes:
- Eve teasing
- Unwelcome remarks
- Jokes causing or likely to cause awkwardness or embarrassment
- Innuendos and taunt
- Gender based insults / request for sexual favors
- Unwelcome sexual overtone in any manner such as over telephone
- Touching or brushing against the body
- Displaying pornographic or offensive pictures or cartoons, pamphlets
- Forcible physical touch or molestation
- Physical confinement against one's will and other acts tending to violate one's privacy
- Denial of equal opportunity in pursuit of education/ career development
- Otherwise making the study/ work environment hostile or intimidating for students
Penalties
Any employee, student, service provider, resident or outsider found guilty of sexual harassment shall be liable for penalties/ disciplinary action.
In case of students:
- Warning or reprimand or written apology or bond for good behavior
- Suspension for a specific period of time
- Withholding results and certificates
- Debarring from exams/ cancellation of exams
- Debarring from holding position in student bodies
- Debarring entry into hostel or withdrawal of hostel accommodation for a limited or the entire period of study
- Rustication for a specific period or permanent expulsion. Further, the penalty awarded shall be recorded in his/ her Personal File.

CIRCULAR: Sexual Harassment Awareness & Prevention
The Sexual Harassment Committee of CON-EIMS is organizing an awareness program on 'Sexual Harassment, Violence & its prevention' on 7.04.2026 at 2 pm. I year students from B.Sc. Nursing, DGNM and ANM are requested to attend the programme without fail.

Program Details :
An awareness programme on Sexual Harassment and Violence was organized on 07.04.2026 for 94 Nursing students. Awareness talk was given by Dr.Rajeswari Seshadri, Dean, Ramanujam School of Mathematical Sciences, Pondicherry, regarding Sexual harassment, Violence and its protection and prevention. All students actively participated in the programme and benefited.

3. Review of the complaints:The committee reviewed the status of complaints received and noted that no complaints of sexual harassment were received during the period.

Discussion on awareness programmesThe Committee discussed the need to conduct awareness programmes, workshops, orientation sessions, and campaigns on the prevention of sexual harassment, the role of the Internal Committee and the complaint redressal process to create a safe and respectful workplace.
Resolutions Passed:
- It was resolved to organize awareness programmes, orientation sessions, and workshops for students and employees on the prevention of sexual harassment, gender sensitization, and the role of the Internal Committee.
- The committee resolved to continue maintaining an effective and confidential complaint redressal mechanism.
Conclusion:
The meeting concluded with a vote of thanks to the Chairperson and all members for their active participation.

An awareness programme on Sexual Harassment and Violence was organized on 09.01.2025 for 108 Nursing students. Awareness talk was given by Dr.Kavipriya, Dental Surgeon, Chairperson of Confederation of Indian Industry- Indian Women Network, regarding Sexual harassment, Violence and its protection and prevention. All students actively participated in the programme and benefited.
